[imp] Updated Sieve patch for IMP-3.1 - sieve-imp-0.0.4

Hi.

I got many complains that the sieve patch for 3.1-RC3 does not apply 
cleanly on 3.1. Sorry I havent have had a lot of time to keep the 
patches up to date.


I have updated the patch and fixed a couple of bugs. This should apply 
cleanly on a stock version of imp-3.1
