[imp] generating conf.php

Hi everyone, 

I've got horde 3.0 and imp 4.0 installed on apache 2.0.43 with PHP 4.3.0.  When 
I log in as a horde administrator and try to configure imp I don't get any 
output and I don't get a conf.php file written in imp/config.  My imp/config 
folder and all the files in it are owned by nobody:nobody which my web server 
runs as.  Does anyone have any ideas?
