The locale is:

LC_MONETARY="en_US.UTF-8"

LC_NAME="en_US.UTF-8"
LC_ADDRESS="en_US.UTF-8"
LC_TELEPHONE="en_US.UTF-8"
LC_MEASUREMENT="en_US.UTF-8"
LC_IDENTIFICATION="en_US.UTF-8"
LC_ALL=en_US.UTF-8

PHP was compiled with:

--enable-mbstring' '--enable-mbstr-enc-trans' '--enable-mbregex'  The PHP
version did not change.

Also, Japanese message show up with no problem.

Viewing the source of the russian message, there is a line:
