I got something!!!
Although none of the solutions you gave me worked (Sorry Doug :-) I
appreciate all of the help... and it inspired me to look outside the box...
or outside the horde folder for that matter). I decided, what the heck,
might as well check the apache logs and I found a problem!
PHP Warning: fopen("/tmp/tmp\imp9DE.tmp", "rb") - No such file or directory
in E:\site\horde\imp\compose.php on line 319
Okay, so now that I know what's wrong... how do I go about fixing this??

Ok, one thing I tried and got some similar results. I noticed that your
output_buffering was set to 4096 but in mine I had it turned off. I set
mine
to 4096 in my php.ini and I wasn't able to attach anything greater than
900k.
Of course, I am using Redhat 8.0, so it may not fix your problem but give it
a
try.
