[imp] Strange Problem with prefs

I've never seen this, and you don't provide anything for us to go on. So:

1. If it's not there already, make sure all SQL queries in
horde/lib/Prefs/sql.php are logged using Horde::logMessage() at LOG_DEBUG.

2. Set your logging level to LOG_DEBUG.

3. Collect logs until you can figure out what action triggers it.
