[imp] php extension on all attachments

Netscape 7/Mozilla 1.0-1.2 on windows is broken when it comes to 
downloading.  See http://bugzilla.mozilla.org/show_bug.cgi?id=172693

Your only solution is to upgrade to IMP 3.2 (or HEAD), which works around 
this problem.
