[imp] Filters do not apply

Although I have both "Apply filter rules upon logging on" and "Apply 
filter rules when mailbox is refreshed" checkmarked, the rules do not 
apply when I log on and open the inbox.  I can apply them by going 
through "Options, Filters, Edit.., Apply...".

This is using horde 2.1 and imp 3.1.
