[imp] Filters not applying at login in CVS-RELENG-3

Same thing here, filters not appling at login.

Our site is inconsistent though, sometimes they are applied, sometimes not.

One time I login and stop at Horde summary page, other times I login and stop at
INBOX, have not figured out why...
