It will show up if Horde can find the database.  So Horde must not be
able to find the database.  So either it isn't configured right in 
horde/config/horde.php, or there is some problem with Horde accessing
the database.

Check the settings for them in horde/config/registry.php and make sure
they are set "show" to true, or "status" to "active" (not sure which
for your version, which ever is there).
