[imp] Filters do not apply on login

For some reason filters are not applying on login, or on manual refresh 
or opening of the inbox screen.  They only apply on an automatic 
refresh of the inbox.

It seems to me that applying the filters should be linked to checking 
for new mail, so that they are applied as soon as there is something to 
do with them.  It might also be nice to have a manual "Apply Filters" 
button, and options on the rules to apply manually vs. automatically.
