[imp] installing imp 3 or 3.1

hi,
i assume this is something very stupid that i am missing....but i have
tried....and not seen anything in the
faqs as well...
 
installed horde on redhat linux 8
php 4.2.2
also installed the newer pear

It seems correct.
 
but after installing imp and trying to get to the login page....this is
what i get.
