Yes, it only affects a small number of IE 6 users.  Seems to be, from my 
experience and other's reports, something like:
IE 6 + Windows 2K/XP + (some patches or .net framework or some other influence)
I've not been able to track it down to which patches, or which .net related
files, or what other factors influence it to turn a "good" IE 6 into a
"bad" IE 6.
