Was this a clean install, or an overlay on an older install? I ran into the
same issue when trying to overlay 04-09 snapshot onto my beta installation.
There's another config file in that I copied from .dist and it fixed most
everything.
I found a while back that using the latest snapshots is not a simple matter
of just overlaying over an already operational installation. So, I've
basically scripted the extraction of the entire suite that I use, cp'ing the
.dist files, and importing my older conf.php and related config files, then
manually comparing for anything new that might up in the configurations.
