[imp] new mail notify ignores settings

This is RELENG_3 and i'm talking about CVS from today.

Even though my personal settings say, that i not want to be notified of new mail
via popup, i get the popup in every folder, that i enter, which contains new
mail.

So it looks like something is broken here.
