Make sure your editing the right php.ini for one, secondly you are
restarting apache after each change right? 

Also, you may want to make sure that you have write permissions to the
upload tmp directory.

CVS from a few minutes ago (2003/5/27 10:45a.m.). Trying an attachment
of 1.3M;
php.ini set to 4M:
"There was a problem with the file upload: The attachment was larger
than the
maximum allowed size (4 bytes)."
Changed php.ini to 4000K:
"There was a problem with the file upload: The attachment was larger
than the
maximum allowed size (4000 bytes)."
Changed php.ini to 4000000:
"There was a problem with the file upload: The attachment was larger
than the
maximum allowed size (4000000 bytes)."
