It's seems to work fine with me with php 4.3.2 IMP 3.2.1 & Horde 2.2.3
you should try to test with the right httpd LOCALE vars by using this before
your httpd starting script.

/usr/bin/env -i TZ='Europe/Paris' LANG='fr_FR' LC_ALL='fr_FR'
LANGUAGE='fr_FR'
