[imp] Required PHP and Horde Version for use with IMP4

As far as I know, the FAQ info is still correct at

http://www.horde.org/faq/admin/prereq/index.php#p2

The was some talk lately of making it require php 4.3.2, but I think it was
decided not to do so.
