[imp] [PATCH] Add translated local time to message view window

My users were badgering me about the discrepancies between the mailbox
browser window's date/times, and the date: line of the email headers when an
email is select.

This patch gives them both a translated local time (taking into account the
TZ user setting if they've changed it automatically).

My output date format was an arbitrary one, which I'm sure at least dozens
will shriek in terror.

I also took the liberty of making it stand out a bit in bold - for which I
imagine Herr Jan "Got a patch?" Schneider will send me off packing. :)  

Seriously though, even if you despise my patch, it might be a good idea to
offer this functionality as an option - I (seriously) had several users
complain to me that the Time Zone option had no effect (they're in
marketing, OK?).  

I was tempted to try something "tricky" to try and detect when the sender's
timezone was the same as the currently setup timezone, and skip the emission
altogether, but I figured it would probably cost more CPU than it was worth.
