[imp] [PATCH] Add the Euro to the special characters console.

I was typing an email to a friend in the UK and was mentioning the €, and
went to look for it in the "Others" section below £ and lo! It was not to
be found! Horrors.

Given the number of Europeans on the Horde/IMP team, I am pondering how this
fell through the cracks.

Well here's a patch from a silly American to add it to the "others" list.

It seems to work in IE4+ and Mozilla Firebird. "Normal" email clients on
non-Wintendo platforms may have issues unless you set the charset to
ISO-8859-15 instead of ISO-8859-1 (in the email header submitted through the
MTA not the html). One informal test to an admittedly lame email client
[QuickMail for Macintosh] gave him the wrong symbol.

I blame the French.
