[imp] [PATCH] confirm spam report

Greetings,

The attached patch to CVS HEAD adds a preference for whether to have a
javascript popup make you confirm the use of the "Report as Spam" link.  I have
users accidentally (I hope...) reporting their supervisors as spammers... 
Since there's no way to undo it, a confirmation is helpful.

If anyone has a better idea for where the preference should be displayed in
Options, feel free to change it.  I put it under "Message Viewing" because
there was another pref about spam reporting there.

I wonder, should there be a confirmation option for the "Blacklist" link as
well?
