Well I can tell you that on my installations it would be locked to true in
prefs.php so my users didn't have the option of disabling the confirmation.  So
making it a non-pref would be fine with me... I just didn't want to submit a
patch that changed the default behavior with no way to revert.

But if there are no objections... I can resubmit a (simpler) always-on
confirmation patch.
