[imp] Attachment Problem?

Hello,

    when i am trying to send a bigger file, the
compose page is failing to send with "Page Cannot be
displayed".. attatching a bigger file is not a
problem.. is only when i am trying to send.. i can
attatch more than 1MB file.. but it doesn't allow me
to send.
    i already change the quota of my php.ini and
php.conf  , i put it on maximum 3MB.. any idea what is
the problem? thanks..
