[imp] Has Capability?

I'm using the CVS head of horde/ klutz as of 10:30 this morning, this is
a new install of horde 3.0 .  I'm using horde and klutz. When I try to
get to the home page to try to login I get this message:

Fatal error: Call to undefined function: hascapability() in
/srv/www/htdocs/horde/lib/Auth.php on line 323

 

What could be causing this and how do I fix it?
