Yes: the line

BUILD_DEPENDS=	pear:${PORTSDIR}/lang/php4-horde

in www/horde2/Makefile means that pear is required to build (i.e. before
the installation of) Horde, and if pear is not installed, it will grab
it from the port lang/php4-horde.
