[imp] Check with php if browser javascript and cookie is active

I'm newer adminstrator used horde/imp.  We have a contract with a LQT
compagnie (Etienne Goyer) to implemented it in our environnement.  We have a lot of user
(60000 max, but only 3000 actives now).

I want to check in login page (like in template/login/login.inc) if the
student (user) have browser javascript active and browser cookie active,
if not, I display warning messages.

Someone can indicate to me with php's commands I must to use to check
this.  Give me only hint.
