[imp] Composed message to ""@ is valid?

Hi,

It seems users are composing messages to: ""@

This ends up getting sent to root, here is a sample of the header:

What's the best remedy?  Should I look into denying the delivery of 
these emails, or is there a patch that denies the initial creation?
