[imp] charset problems

Ive changed default charset in nls.php to 1251 and can read email properly now.
is this correct behaviour or should IMP have detected the charset?

//$nls['defaults']['charset'] = 'ISO-8859-1';
$nls['defaults']['charset'] = 'windows-1251';
