[imp] "action key" rendering errors..

Looking at CVS, it looks like support is being / has been added for
"action keys".

I think it's not rendering quite right, or at least in Gecko based
browsers.  There are a bunch of extra underscores at the beginning, and in
some cases, the middle of words.

The top menubar reads...

The <u></u> tag denoting characters that are actual underlined in addition
to the spurious underscores.

I can't imagine that this was the intended result..
