[imp] Problem installing IMP 4.0 Alpha

I just downloaded Horde 3.0 alpha and IMP 4.0 alpha, and am trying to
set up a test installation for them.  The test.php pages aren't showing
that any required elements are missing, but whenever I try to go into
IMP, I get a blank screen, and this shows up in the system log:

When I go to the main horde page and try to set mail options, I get this:

A fatal error has occurred
Failed to import application configuration for imp

...with nothing in the system log.  Error logging is set to go to
syslog, and the log level is set to Notice.  Even when I set it to
debug, this is all I get in the log:

...which, as it doesn't appear to indicate any sort of error, doesn't
seem like it would be the problem.

System is running Apache 1.3.27 and PHP 4.3.5.  What should I check?
