I suggest you take a look at:

paying special attention to the following topics
     Using CVS
     Modules
     Versions
     rsync
     Snapshots
This should answer all your questions.  I also suggest that
you subscripe to the dev at lists.horde.org and if you decide
to go with the head version, subscribing to
cvs at lists.horde.org is a necessity.
