[imp] unconfigured imp-4-alpha error

hi all,

The following code in imp/index.php prevented any sensible error messages being 
displayed when I ran imp unconfigured:

if (!$imp_configured) {
     define('HORDE_LIBS', '');
     require IMP_BASE . '/../lib/Test.php';
   ...


The offending line is define('HORDE_LIBS', '')

When I comment it out I get a sensible message.
