[imp] Always SSL connection

This doesn't work, and I don't understand why the behaviour of having 
$conf['use_ssl'] = 1 was changed?
Before, if I had this set to 1 and atempt to get a http:// conection to horde 
would automatically jump to https://. This doesn't happen anymore. Why?
