Thanks Andrew, 
because of some anti-virus software (trend micro) I am forced to stay on 7.3, 
but the file you are talking about 

/etc/httpd/conf.d/php.conf
<Files *.php>
    SetOutputFilter PHP
    SetInputFilter PHP
    LimitRequestBody 5242880
</Files>


only applies in rh9.0 and does not exist in rh73


So I am still seeking a solution.
