[imp] Link to "Problem"

Hi,

I'm using Horde/IMP HEAD and I would like to provide the "Problem Report" 
app. on the login page. It was possible to do so with earlier versions of 
Horde cvs HEAD (maybe January or so), by setting 'allow_guests' => true in 
registry.php.
Now I can't find the place to configure this. Is there any way to do get 
the "Problem Report" on the login page?
