Yes, it was. Sorry, it lives again. But it is rather out of date.

Depending on OS and stuff, the above links may not work. The accounts module
has a modified command line quota driver that will work on more of the newer
OS releases. It should be ported to the new CVS HEAD Horde code, but I've
not yet done that.
