[imp] IMP stopped talking to send mail all of a sudden

That was why my first guess was to approach the hosting company, since
I made no changes to IMP.  But when they came back with "it works on
our end" I wasn't really sure where to go next, so I checked the FAQ
then e-mailed the list.
