[imp] PGP-encrypt message could not be decrypted in OE

This tells me that OE doesn't underatand multipart/encrypted (RFC 2015/3156).
It is simply showing the elements of the multipart part rather than following
the RFC rules on how to decipher multipart/encrypted.

Most likely, your plugin only supports PGP armored text in a text/plain part -
which was deprecated as a way to send PGP messages a long time ago (see RFC
2015).
