[imp] sometimes can login horde webpage sometimes not

/var/www/html/mail/horde/index.php contains

It seems that if I address the url

http://hmmm/horde/imp
then everybody can login

but if I address
http://hmmm/horde
then occassionally everybody can login but usually not.

in
/var/www/html/mail/horde/config/registry.php it says

$this->registry['auth']['login'] = 'imp';
$this->registry['auth']['logout'] = 'imp';

A year of trouble free email is not so bad and I suppose I ought to try 
and make a new one but it would be nice to have this one behaving again.
