[imp] No Options icon

I've just setup a new Horde and IMP installation, the mail aspect of the
install works fine. The only thing wrong is that I cant get the Options
icon/link to appear on the menu bar. I've searched the mailing lists and
found nothing, I'm wondering if anyone here can offer me any help?

I'm using the following:

Apache 1.3.33
Horde 2.2.7
IMP 3.2.6
PHP 4.3.9-1
