[imp] Custom Hooks

What's the correct way to add custom functions to IMP 4? I can put them 
in the horde/config/hooks.php file and modify the code where they need 
to go, but how do I add them so they are listed and controllable 
through the web administrator? Worried that any config file changes 
will just be overwritten by the web admin tool.
