[imp] attachment too big?!?

hi everyone,

i installed horde 3.0 with imp 4.0 and several other apps. it's working almost 
great. i just have a little problem with mail attachments.
when i try to attach a file to the message in the compose window i get a 
message saying that the uploaded attachment was bigger than the maximum 
attachment size allowed. but this happens even when i try to upload a 2kb 
file.

if have set this in php.ini:
file_uploads = On
upload_max_filesize = 1024M
upload_tmp_dir = /tmp

in imp itself i set the attachment size and nummer limit to 0.

what am i doing wrong?
