Well, I don't know what to say.

In your horde/conf.php, do you have the following?

Be sure to touch the log file (/var/log/horde.log) and writable by
the Web browser and restart Web browser (just in case).
Do you also set your php error log file in /etc/php.ini (or wherever 
Debian is)?
