It's hard to say without knowing more about your setup. For example, 
which method does Horde use for sending mail -- smtp or sendmail? 

If the former:

  o Which MTA is installed on the SMTP server? 

  o Do you see a similar delay before the greeting's displayed if you 
    telnet into the remote server?

Otherwise:

  o Which is installed on the IMP box?

  o Do the mail / system logs reveal any abnormalities?

Perhaps you're using the smtp driver for sending mail and having to wait
while an ident query made by the remote MTA times out.  For example,
sendmail by default tries for a while (Timeout.ident in sendmail.cf,
usually 30 seconds) to identify the owner of the client TCP connection
and the full timeout will be taken if a firewall is dropping rather than
rejecting the packets.
