Why is this a "cosmetic" issue?  This is a actually a bug fix.  Say a 
user wanted to download only the contents of the inline text/plain 
data.  In IMP 3.0 this was not possible - there is no link to download 
part 1 of the MIME message; in IMP 4.0, it is possible.
