[imp] Changing Default Theme

I'm using Horde 3, IMP 4, and I'm trying to change the default theme 
for users (new install). I've added a theme, and selecting it under my 
own user works fine.

I changed the 'theme' value in horde/config/prefs.php to the directory 
name of my new theme (old value was also the directory name, not the 
name defined in theme's info.php).

When logging in as a test user, they are getting the first theme 
alphabetically (azur). Anyone know what I'm missing?
