[imp] how to disable encryption option in compose window.

I have set the following in prefs.php of imp.

$_prefs['default_encrypt'] = array(
    'value' => IMP_ENCRYPT_NONE,
    'locked' => true,
    'shared' => false,
    'type' => 'implicit');

I don't want users to get the Encryption Option in the compose window. Even
after having the above settings in prefs.php, I am getting it.
