[imp] another problem

hi .......... i have another question ......... 

how can i pre-configure Message Composition, Message Viewing, Deleting
and Moving Messages, New Mail, Mail Previews etc. preference for all
the users as a default value .........

means ...... suppose i dont want the default behavior of popup msg
composition window for all users in my domain ............ i want it
to appear with in the main window .......... like this kind of
preference ......... how can i configure these ?

well .... i use mysql, latest horde and imp .....

pls let me know about this ........
