I just finished another cvs update and the same thing still happens.

The following entry is in lib/php/Horde/IMAP/Tree.php

             /* Prevent infinite loops by catching any INBOX additions outside
              * of the base level (See Bug #1620). */

So the patch for bug #1620 appears to have been installed.
