[imp] Weird characters in charset ISO-8859-1

I'm using:

IMP Version

    * IMP: H3 (4.0.2)

Other Horde Applications

    * gollem: No
      Gollem provides access to local VFS filesystems
to attach files.
    * ingo: No
      Ingo provides basic mail filtering capabilities
to IMP.
    * nag: No
      Nag allows tasks to be directly created from
e-mail data.
    * turba: No
      Turba provides addressbook/contacts capabilities
to IMP.

PHP Version

    * View phpinfo() screen
    * View loaded extensions
    * PHP Version: 5.0.3
    * PHP Major Version: 5.0
    * PHP Minor Version: 3
    * PHP Version Classification: release
    * PHP 5 is supported experimentally. You may not
see any error messages, but the changed behaviour of
objects in PHP 5 has unpredictable side effects.

PHP Module Capabilities

    * IMAP Support: Yes
    * OpenSSL Support: No
      The openssl module is required to use S/MIME in
IMP. Compile PHP with --with-openssl to activate.

I'm having problems with ISO-8859-1 characters, such
as
á é í ó ú ü ô ã õ ô ê.
My horde's nls.php contains:

$nls['defaults']['language'] = 'pt_BR';
$nls['defaults']['charset'] = 'ISO-8859-1';

But I'm still seeing some characters as:

ac�nto por que n�o?
h�in q�
"

Any tips?
