Same situation here:

ISO-8859-1
I'm having problems with ISO-8859-1 characters, such
as
á é í ó ú ü ô ã õ ô ê.
My horde's nls.php contains:
$nls['defaults']['language'] = 'pt_BR';
$nls['defaults']['charset'] = 'ISO-8859-1';
IMP Version
